I don't recommend that you use mpesa to top-up paypal. Doing this will attract a flat 4% fee, in addition to pay bill transactions. i.e Mpesa will charge to send money to PayPal via PayBill 80088. Paypal will charge you when you receive money from mpesa. Instead of using Mpesa to load PayPal, just use a debit card visa/master. They don't charge extra fee. But that's just my opinion.
