You can actually use Western union to receive payments online. It is available worldwide. In some countries you can receive money directly to your mobile wallet without the need of visiting their local agents. There's no automatic way of receiving western Union payments. The sender must have your details. Full names, your country, city etc. To get the money you need to have senders detail too plus tracking code(MTCN). Most customers don't like using this method because it is too expensive and time-consuming. Given that Western union is a money transfer company, they don't offer e-commerce tools. When I try to confirm I don't get Verification code via SMS.  but I do receive the phone call made to the same mobile number. The page says

Verdict

This is definitely a PayPal issue; well-known to them, but they don't seem to be bothered by it.  It has nothing to do with mobile operators.
